The D.C. Circuit affirmed a decision of the U.S. District Court for the District of Columbia that had granted summary judgment to the defendants in a jurisdictional question about federal labor law. The Federal Services Impasses Panel had declined to exercise jurisdiction over a collective bargaining impasse between the Federal Aviation Administration and two of the unions representing its employees, and the District Court had concluded that it lacked jurisdiction to review the panel's decision.
