The petitioner asks for review of the Board of Immigration Appeals (BIA) denial of his application for asylum and withholding of removal. Though the BIA was correct in holding that coercive recruitment, standing alone, does not establish persecution on account of a protected factor, the evidence shows that the petitioner was subjected to torture and a longer detention than others in the group because of his political opposition.
