Ten years following an appeals panel determination that a worker was entitled to Lifetime Income Benefits, the workers' compensation carrier sought to reopen the determination. The trial court granted summary judgment to the worker and the court of appeals affirmed. The Legislature removed a procedure to re-open determinations of eligibility for permanent lifetime income benefits in 1989. The court of appeals' decision is affirmed.
