The appellants were convicted of alleged conspiracy to possess illicit substances aboard an aircraft with intent to distribute. The alleged conspiracy involved U.S. citizens traveling from the United States to South America to acquire drugs which were then transported to the United Kingdom for distribution. 21 USC §963 can be applied extraterritorially.
