Comunidad, a non-profit corporation, purchased an apartment complex in the city of Nassau Bay. Allegedly, after Comunidad declined to sell the property to private developers, the city took several actions aimed at hindering Comunidad's use of the property. Comunidad sued. The trial court granted the city's plea to the jurisdiction. Comunidad has not alleged a viable regulatory takings claim. The trial court's judgment is affirmed.
