The court of appeals affirmed the trial court's judgment that the appellee, a fire chief, was denied his right to union representation under Texas Labor Code §101.001. Section 101.001 does not confer on public-sector employees in Texas the right to union representation at an investigatory interview that the employee reasonably believes might result in disciplinary action.
