The district court dismissed a third-party claim against the Mississippi Public Entities Workers' Compensation Trust brought by a county seeking reimbursement for medical expenses incurred when an inmate was injured while part of a work detail. Because, at the time of his injury, the inmate was not working for the county under a contract of hire, he did not fall within the ambit of the Mississippi Workers' Compensation Act.
