Judge's Failure To Hold Hearing Is Grounds for Reversing PCR Denial

A judge should have held a hearing before deciding a defendant's claim, in a post-conviction relief petition, that his lawyer didn't support his effort to withdraw his guilty plea, a state appeals court says.
