The Gonzalez Act, which makes the Federal Tort Claims Act remedy preclusive of any suit against armed forces medical personnel, abrogates the FTCA's intentional-tort exception and therefore permits suit against the U.S. alleging medical battery by a Navy doctor acting within the scope of his employment.
