The Department of Health and Human Services' regulation, authorizing the Provider Reimbursement Review Board to extend for up to three years the time for appeal of reimbursement determinations, is a permissible interpretation of 42 U.S.C. § 1395oo(a)(3), since the statute's 180-day limit is not jurisdictional.
