The introduction of legislation permitting medicinal use of marijuana brings New Jersey into a new world of common sense. However, there are many unanswered questions and potential pitfalls in the pending bills, A-804 and S-119.

In their simplest form, the bills state that a patient with a “debilitating medical condition” may, on registration with the state and receipt of an identification card, buy marijuana and associated paraphernalia at a nonprofit alternative treatment center, so long as it does not charge more than the reasonable costs associated with production and distribution.
