The district court lost jurisdiction over suits against Iraqi officials over alleged acts of terrorism in May 2003, when the President exercised his Emergency Wartime Supplemental Appropriations Act authority to make §1605(a)(7) of the Foreign Sovereign Immunities Act inapplicable with respect to Iraq.
