Lawyers and corporate executives say West Virginia is the state with the worst lawsuit climate for businesses, according to a new report from the U.S. Chamber Institute for Legal Reform. It's a familiar position for West Virginia, which was ranked number two on the American Tort Reform Foundation's last list of "Judicial Hellholes."
