Stolt-Nielsen Transportation Group Ltd., which already won a long war with the government, has now triumphed in one last skirmish. The real beneficiary, though, will be any company that wants to negotiate an amnesty agreement to avoid prosecution for antitrust law violations. On February 5 the U.S. Department of Justice released leniency letters that it has signed with some 100 corporations since 1993. The release helped resolve a Freedom of Information Act suit that Stolt-Nielsen, the Connecticut-based shipping giant, filed against the government.
