The pro-business U.S. Chamber Institute for LegalReform released its latest survey today that gauges which states U.S. businesses perceive to have the most “fair and reasonable” tortliability systems.

The top five states, in order from the highest-ranked,were Delaware, Nebraska, Wyoming, Minnesota and Kansas. West Virginia,Louisiana, Mississippi, California and Illinois received the lowest rankings inthe study, which earlier this year surveyed more than 1,100 in-house generalcounsels, senior attorneys and other leaders of companies that earn at least$100 million annually.
