Enforcement of the Foreign Corrupt Practices Act could benefit from more clarity, an amnesty program for corporations, and jailing more individuals rather than hiking corporate fines, according to comments before a Senate panel Tuesday.

Sen. Arlen Specter, D-Penn., chair of the subcommittee on drugs and crime, opened the hearing by questioning why the public is hearing about more FCPA enforcement and more record fines against corporations, but not about more people going to jail.
