Paul Michel thinks the nation's patent system needs a friend. After 22 years on the U.S. Court of Appeals for the Federal Circuit, and its chief judge since 2004, Michel, 69, retired in May to lobby Congress, as a private citizen, to give the PTO the tools he says it needs (more examiners, better technology, higher user fees) and to make the broader case for why patents matter.

Q Why is it important that the patent system get more support?
A I think it’s the key to economic recovery and the long-term prosperity of the country. The IP system has been severely weakened by neglect. The patent office has 1.25 million applications under its responsibility, but can’t process them. As a result, there are hundreds of thousands of important inventions bottled up in the patent office. Millions of jobs aren’t being created. New companies are not being formed.
