SAN FRANCISCO Federal prosecutors announced tax evasion and conspiracy charges Tuesday against a San Ramon lawyer who worked with a disgraced private investigator, and who is now locked in a privilege dispute before the U.S. Court of Appeals for the Ninth Circuit.
