SAN FRANCISCO — A jury heard opening statements Monday in S.F. Superior Court in a trial that pits the state Administrative Office of the Courts against one of its former contractors — a building maintenance company that it says lacked the proper licenses.

Citing §7013 of the Business and Professions Code, which says unlicensed contractors aren’t legally entitled to payment, a lawyer for the AOC asked the jury to force Jacobs Engineering Group to return $18 million it was paid and eat another $4.6 million in bills the AOC hasn’t paid.
