SACRAMENTO — Watching the politics play out over the Trial Court Rights Act has been like viewing a neck-turning tennis match.

At first AB 1208 was akin to a trial courts manifesto, giving local court leadership explicit power over everything from approving new courthouse sites to hiring. Then the Assembly Judiciary Committee took a whack at it, gutting it to the point where it was little more than a bill giving Los Angeles County Superior Court and a few friends veto power over the Court Case Management System.
