Judge Ronald Gould is known for his strong, analytical mind, his diplomacy and his penchant for putting great emphasis on oral arguments. Though since his appointment in 1999 he's been known as a moderate member of the 9th U.S. Circuit Court of Appeals, this designation may have changed a few weeks ago, after he reinstated the Roadless Area Conservation Rule.
