A crucial law that could be used to prosecute civilian employees in connection with abuses at U.S.-run prisons in Iraq has never been tested and may not apply to all the identified actions, say legal observers. "The law was passed to fill a void," says Michael Nardotti Jr., a Patton Boggs partner and former Army judge advocate general. But, he adds, the 2000 law "doesn't provide the same range of options" as military law for prosecuting someone in the armed services.
