The state of Texas did not have authority to remove some of the more than 450 children from the Yearning for Zion ranch located outside Eldorado, Austin's 3rd Court of Appeals ruled Thursday. The panel found that evidence presented at a district court hearing in April was "legally and factually insufficient" to support the judge's findings that the department maintain custody of the children, and that the district court abused its discretion by failing to return the children to their mothers.
