Slowly but steadily, aided by well-connected former clerks and loyal friends, 4th Circuit Judge J. Michael Luttig has by all accounts made his way onto the short list of potential Supreme Court nominees. If Chief Justice William Rehnquist retires soon, it would surprise almost no one if Luttig is named to replace him. But it wouldn't be just because of his allies. Many observers agree Luttig has a sharp and rigorous mind and can build a well-documented case for strongly held, mostly conservative positions.
