A Staten Island, N.Y., judge has ruled that the Metropolitan Transit Authority's denial of health benefits to an employee's same-sex domestic partner did not constitute a violation of New York City's ban on discrimination based on sexual orientation. The employee and her partner, who registered as domestic partners in 2002, alleged a violation of the local Human Rights Law.
