In the first such case to reach New York City courts in almost 100 years, a Housing Court judge has granted rent relief to a tenant plagued with bedbugs. But the problem has people far away from Manhattan's East Village scratching their heads -- an industry survey shows a leap in bedbug service calls nationally, and just last year the 7th Circuit upheld punitive damages after Chicago hotel guests were set upon by the unwelcome visitors.
