Two new lawsuits that question the USA Patriot Act face daunting obstacles but are likely to be only the first of several such actions, say legal observers. The suits challenge the scope of post-9/11 federal investigations on First and Fourth Amendment grounds and renew the debate over whether the Patriot Act is an appropriate response to the 2001 terror attacks or an over-reaction.
