Fort Lauderdale-based computer software maker Citrix Systems has filed a class action against the state of Florida, invoking a unique legal theory that it should be exempt from paying taxes. The suit claims that purveyors of information, including newspapers, telephone companies and computer companies, are exempt from taxation because taxes have a chilling effect on their constitutional right to free speech.
