A growing frustration with fathers who don't pay child support has led some judges to order them to stop fathering. Courts in Ohio and Wisconsin have recently put conception restrictions on men who owed child support. But this "pay up or zip up" policy is raising eyebrows among civil rights advocates. One such case, Wisconsin v. Oakley, will be considered by the U.S. Supreme Court at its private conference on Monday.
