MICHAEL WILLIAMS is the new general counsel, vice president, and secretary of Staples Inc., effective in early November. He replaces CYNTHIA PEVEHOUSE, who held the position for less than a year.

Eli Lilly and Company picked MICHAEL HARRINGTON to be its next senior vice president and GC, succeeding ROBERT ARMITAGE, who is retiring.

BRADLEY LERMAN has been appointed general counsel and corporate secretary of the Federal National Mortgage Association.

Pepco Holdings Inc. hired KEVIN FITZGERALD as its EVP and GC. He succeeds KIRK EMGE, who will retire in April 2013.

JAMES WEBB was named GC of Chesapeake Energy Corporation, replacing HENRY HOOD, who is remaining with the company in other capacities.

Avon Products Inc. has named JEFF BENJAMIN GC. His predecessor, KIM RUCKER, jumped to Kraft Foods North America.

SCOTT CHAPLIN is now the SVP, GC, and secretary of Alliant Techsystems Inc.

AN-PING HSIEH is the new VP and GC of Hubbell ­Incorporated.

Towers Watson promoted KIRKLAND HICKS to GC, replacing WALTER BARDENWERPER, who is retiring.

Air Lease Corporation has flown CAROL FORSYTE in to be its new EVP, GC, and corporate secretary.

WILLIAM THRO has graduated to GC of the University of Kentucky upon the retirement of BARBARA JONES.

The National Bar Association named ROBERT SIMPSON its new GC.

CRAIG FACTOR is now the VP, GC, and secretary of Audience Inc.
