Chief counsel to SEC chair

Another veteran of the U.S. Attor­ney's Office for the Southern District of New York, Rice was appointed June 3 to serve as SEC Chairman Mary Jo White's senior legal and policy advisor. Most recently, Rice worked at Deutsche Bank A.G. in New York, where he was head of governance, litigation and regulation for the Americas. From 2000 to 2004, he was a partner at McDermott Will & Emery in New York.

Rice spent almost a decade at the Manhattan U.S. attorney's office, where he worked under White in the 1990s. He rose to become deputy chief of the Criminal Division, supervising 160 federal prosecutors.

Deutsche Bank in recent years has had deep SEC connections. Former Enforcement Division head Robert Khuzami was the bank's general counsel for the Americas, and companywide general counsel Richard Walker is also a former head of the Enforcement Division.
